As of May 9, 2026, Cornell Pace Inc. is the new managing agent of Moore Houses + East 152nd St. – Courtlandt Ave. Cornell Pace Inc. and is responsible for handling all aspects of building operations, including rent collection, maintenance requests, leasing, rental renewals, etc., with continued oversight from the New York City Housing Authority (NYCHA).
We are committed to working closely with residents to enhance resident’s living experience. As part of the PACT conversion, all residents are now Project-Based Section 8 participants. This means that rent will not exceed 30% of annual gross income and Section 8 leases provide resident protections. To help streamline residential needs, we have dedicated staff to manage Moore Houses and Courtlandt-152nd Street developments and address any issues that may arise.
Our office is open Monday through Friday from 9:00AM to 3:30PM for walk-in services. You may visit our temporary site office at Moore Houses or Courtlandt located at:

About the Project
The Permanent Affordability Commitment Together (PACT) program will result in repairs to your unit and building, new property management, and enhanced social services. Buildings that participate in the PACT program will be transferred and managed by the new PACT partner team led by Brisa and Mega and will continue to be owned by NYCHA.
What is PACT?
Through PACT, developments will be included in the federal Rental Assistance Demonstration (RAD) and converted to new property management through a federally funded program called Project-Based Section 8. This unlocks new funding to renovate buildings and apartments and makes sure that rents remain permanently affordable. More information is available on the NYCHA PACT website.
Development Team
The development team will create and implement the project plan for your development based on your feedback. Two partners lead our team:
Brisa Builders Development is a minority-owned and led, second-generation development, construction management, and general contracting firm. Whether it is new development or revitalization, Brisa Builders Development LLC is focused on creating sustainable and thriving communities. Brisa’s goal is to preserve the cultural diversity and affordability of neighborhoods facing rapid gentrification, which may disproportionately displace seniors and low-income families.
Mega Group Development is a full-service Development, Construction Management, and General Contracting firm with 30 years of building experience in neighborhoods across NYC. As a vertically integrated builder and developer, Mega offers a one-stop-shop of develop-design-build services that results in high-quality results. We have built or renovated 9,000+ apartment homes and our work can be seen across the region in projects from NYCHA renovations, to high-rise apartment buildings to commercial buildings, landmark rehabilitation projects, schools, and public infrastructure. Mega will also serve as the project’s General Contractor and will oversee and complete all construction activities.
Property Management
Cornell Pace Inc. will be responsible for the day-to-day operation of the properties and will manage waste collection, groundskeeping, common area cleaning and maintenance, rent collection, internal reporting, leasing, and overall maintenance for the properties. CPI has a long and proven history of managing large portfolios of affordable housing and NYCHA developments. With just over 7,000 units under management located in New York City and surrounding counties, the company employs sophisticated management practices to realize efficient cost control, high-quality maintenance, and resident satisfaction.
General Contractor
Mega Contracting Group will oversee and complete all construction activities.
Temporary Relocation Team
Building Skills NY will serve as a workforce development partner, connecting residents to construction job opportunities associated with the project. They will work closely with contractors and developers to identify open roles and match residents with positions based on their skills, certifications, and experience. In addition to job placement support, Building Skills NY will provide guidance on preparing for employment, including resume development and navigating application processes.
Specific engagement events and recruitment activities will be determined (TBD) as the project advances.
Social Services Team
BronxWorks will provide a range of social services designed to support residents, including case management, workforce development, youth and senior programming, and connections to health and housing resources. Services will be tailored to resident needs and will focus on promoting stability, well-being, and community-building. Outreach will include ongoing communication and coordination with residents to ensure awareness of available resources.
